Un diplomate francais de l'UE tue a Abidjan/French EU diplomat killed in Abidjan

Michel Niaucel, un ancien commandant de gendarmerie de 53 ans, était notamment chargé des questions de sécurité à la délégation de l'UE à Abidjan, selon des sources diplomatiques concordantes. M. Niaucel a été tué par balles à son domicile, situé dans une résidence de l'UE au Plateau, le quartier des affaires d'Abidjan, dans des circonstances qui restaient obscures mercredi matin, selon ces sources. "Nous confirmons que notre collègue français a été tué cette nuit à son domicile d'Abidjan", a déclaré Lucien Houédanou, porte-parole de la délégation de l'UE à Abidjan. A Paris, le ministère français des Affaires étrangères a confirmé la mort d'un ressortissant français travaillant pour la Commission européenne à Abidjan. L'épouse et la fille de M. Niaucel, âgée de 13 ans, étaient présentes au moment des faits, selon plusieurs sources diplomatiques à Abidjan. Aucune hypothèse -- assassinat pour des raisons politiques ou crime crapuleux ordinaire -- n'était privilégiée mercredi matin, selon plusieurs diplomates. Une source très proche du dossier a toutefois indiqué à l'AFP que M. Niaucel avait été tué "avec sa propre arme" et "sans intrusion extérieure", tout en précisant être "à peu près sûr qu'il ne s'agit pas d'un suicide". Les violences politiques ciblées contre des diplomates ou ressortissants occidentaux ont été très rares ces derniers mois à Abidjan, dans un contexte politico-diplomatique relativement apaisé, marqué par le début d'un "dialogue direct" entre le camp du président Laurent Gbagbo et la rébellion des Forces nouvelles (FN) qui contrôle la moitié nord du pays depuis septembre 2002.

"I can confirm the violent death of a member of the delegation," a senior European Commission official told Reuters by telephone, without giving further details." It was not immediately clear whether the killing took place during a robbery or had other motivations. Another diplomat said the man was a French national working in the EU mission's security division. The West African state has been divided into a rebel-held north and government-run south since a brief 2002-2003 civil war. Armed robberies targeting the homes of expatriates and diplomats have become fairly common as poverty in the once prosperous former French colony has increased since the war.

How are you? I have to tell you a story, yesterday I went on mission in a prison to enquire about recent strikes of the penitenciary personnel. We arrived in front of the prison, some armed militaries were blocking the entrance and started to shout at us saying that we are not allowed to get in because we are not protecting their human rights , we are not supporting them ect... I was in the car and my colleagues were negociating with them to let us in, they were very aggressive and suddently one of them shot in the air. It was a bit scary. Finally we could enter. While we were inside and even when we came out they were shooting in the air tons of bullets, the police even came...It was an interesting experience, I stayed very calm, for some reasons I was not afraid.
